Palm fungus/sap Options

I have a palm that I normally keep outdoors in the warm weather, but have had to move it inside for the winter. About a month ago, it started seeping sap and seems to have stop growing altogether. The new stalks have stopped growing and look like they have a brownish color fungus growing on them. Could you please advise me as to what the problem is and how to correct it? Thanks!!!
