Ive had this indoor plant about 3 yrs and it has grown about 3 feet tall. Could I safely cut this at the leaf line and replant as the beautiful leaves are mostly at the top.

No problem with doing that. The piece that you take off should root easily in soil or water, and the stump will also grow back a new shoot and be pretty again.
