I need to know if i can cut back dead elephant ears or not and if i do will they come back next year? please respond a.s.a.p.

Yes, you can cut off the dead leaves, but, on it coming back or not next year, it depends on if you have cold winters or not. In cold regions where the ground freezes, the tubers have to be dug up and stored in a warm dry place.
Insulate them by covering with them with vermiculite, peat moss or sawdust. The roots should stay dry and the temps above freezing until you put them back out when the ground warms in spring.
