Winterizing Plants Options

I want to bring some plants which have been outside all summer into the house, but before I bring them inside I want to get rid of any bugs they may have.

At one time I heard of a solution of water, clorox and sevin, but I do not know the proportions, can you help?

I wouldn't use the two things mentioned. Just a simple med spray of the hose IF you need to, or, an insecticidal spray for houseplants, alcohol and water, or mild soapy water from a spray bottle are good too.
If you look at the leaves of the plants, you should be able tell whether you even need to do anything.
You could place the pots in a pail of water for a couple hours in case the soil has any guest like ants, millipedes, centipedes, sow bugs (grey armor looking rolly pollys) or earth worms. The sitting in water treatment should flush them up to the top.
