pest eggs Options

I was checking my plants for bugs because the leaves were getting brown and yellow spots. When I checked the soil I noticed these little clear balls throughout the soil.I am new to this, are these eggs or some kind of fertilizer in the soil? I had removed a few of them and smashed them, they cracked opened and a wet substance came from it. Need to know if I need to re-pot?

The round little balls your seeing are a time release- fertilizer, so no need to re-pot. Not sure why the leaves are getting spots, could be from over-watering, maybe too much sun???
