Several leaves have turned brown and I have traken them off the plant. I think maybe I was over-watering. My question is, since I have a long section of trunk with no leaves, can I cut it and re-root the cutting (which has some leaves on the top? Also, will the plant grow again from where I cut it?

If you mean Dracaena plant they grow from top cuttings and you can cut the stem into 6 to 8 inch pieces and they will all grow , also new shoots will grow from the stump. same goes for CORDYLINES.
I don't use common plant names as they change area to area.
