Hi Jane,
I think this is an 'echeveria'. It's definitely in the cactus family....google it and see if any photo's look like it....

I think it's an Aeonium undulatum.
This pic show it as a shrub, but potted, it would certainly be restricted from getting this large.

If not, it could be a species in one of the following genus...
(non of which are cacti!)
