cut greenery before digging? Options

Location: Vancouver. B.C.
I live in Vancouver, B.C., Canada. My lilies did beautifully this summer on my west-facing deck. Head-long into monsoon season here on the "wet" coast, I am wondering- do I cut the stalks before digging for over-wintering? I know with daffodils for instance, it's better to let the foliage alone to nourish the bulb. Also, stalks are still growing, but not producing flowers- is it possible at this point to move the pot indoors for the winter?
