My poor cactus Options

I hve 2 cactuses and one looks nice and healthy but the other one looks like it's full of excess water. While the healthy plant is firm the other one is soft to the touch and you can see and feel the moister pooling at the bottom of the plant.
My question is: It this from ecessive watering and how can I save it?

It sounds like it was over-watered at some point. You can try saving it by slicing off all the rotted tissue with a sterilized shape knife until you hit all healthy tissue. Let the cut end dry completely which may be a week or more, depending on the size of the cactus. Then plant it just deep enough so it stays upright. The medium should be very porous. I used straight Perlite and it re-rooted, but not all I did this to worked either.
