pencil plant Options

I've been given a large pencil plant. It is currently in a 14" container but needs to be repotted. When is the best time to repot. I live along the Gulf Coast of Texas. The plant is outdoors, facing southwest.

You can do it anytime, but PLEASE be careful. The milky juice is very damaging if it gets in your eyes. I would not have one anywhere that a child could get near it. Derek
