I live in a third floor walk up apartment with out a whole lot of yard that is at my disposal. I want to grow tomato's next sprnig, can I do this on my deck??

Yep, as long as your deck gets at least 5 to 6 hours of sun. If any less, the tomatoes will probably be smaller than normal and not yield as many.
