Black "bumps" on Jasmine Tree Options

I have some insect(I think) destroying an indoor Jasmine tree. The leaves are dropping, the branches look like they're starting to dry out and it no longer flowers. The bumps almost look like snails and are multiplying. How do I get rid of them? Thanks

uh yeah, prune off any heavily infected areas without destroying the shape of the tree. Then hit it with the alocohol/water solution with a little tooth brush work to remove the larger chunks of scale (or whatever.) Then in a few days give it a nice hosing of sudsy water. Cover the soil for both of these applications. Lo and behold, a Festivus miracle has occurred! It's ready to bloom and doing fine. Thanks for your silence as I would've hated to recommend this dump of a site to any family or friends.
