Minature Palm tree - in office -

If the tips of the plant's leaves are turning brown, does that mean not enough water?

There are a small few indoor plants that can be susceptible to brown tips like palms, spiders, prayer plants, etc.
It can be caused a few reasons, too much water, not enough water, poor drainage, pest perhaps, too much fertilizer, use of hard-water, low humidity, or, all of the above....
Keep pot small, not much bigger around than the root-ball itself. Water thoroughly letting the top inch or so dry between watering. Use half strength or less fertilizer only in spring/summer months and only once in a while, none in winter. You can try using rain or distilled if you think it may be caused by hard-water.
Although a few brown tips here and there on our plants might not look like what we would want them to look like, but, it really won't hurt the entire plants over-all health.
