Is it normal that my parlor palm has a white powdery/cotton-like substance on the branches and leaves? It comes with the new growth - as the new fronds unfurl, the white stuff is already there.

No - you have a mealybug infestation and will have to work hard with many spraying with soap and water to get rid of it. Derek
