cats and plants Options

I know there are various ways to deal with cats "doing their business" in plants but in the meantime what steps can I take(when I don't catch them in the "act") to help the plant that is being used as a litter box? I removed the top layer of soil and replaced it. Is there something that will counteract the urine in the soil? Any help would be appreciated. It's a constant battle and my poor plants are losing!
