Palm looking Plant ID and Help Options

Hi everyone, I'm Carl and new to PlantCare. I have a Plant I am trying to rescue. I need some help with the identification. I have found a pretty good picture on the web, but it not include the name. I have taken a few picture to try and help with the id. I also was looking for information on preferred soil composition for this type of plant. There is some viable fertilizer in the pot and I feel it may have been over fertilized and that may be why it is not doing so good. So I was looking to put it in some fresh dirt. Here are the pictures and thanks in advance for any help.
